Police interventions and other justice system responses are often the strategies cities resort to for addressing homelessness, but they are not working. These punitive approaches result in negative interactions with the justice system and a constant cycle of homelessness and jail for many people who experience homelessness. People in this population need safe, affordable, and permanent housing before they can begin to work on other challenges, like mental health or substance use disorders.

Researchers with the Urban Institute collaborated on a blog series to address some of these issues based on their research, offering insights and alternative ways to solve homelessness in America that are less traumatizing for the people experiencing homelessness and more effective for the communities in which they live.
